Why are some tiny letters missing?

Unicode does not have a superscript Q and a few other glyphs. Switch to small caps for a full alphabet.

Can I use small text in an Instagram bio?

Yes for a short line. Tiny letters still count toward the 150-character limit and can be hard to read—keep the important words in normal type.
